eNB (200) performs a mobile communication with a user terminal in a general frequency band which a mobile network operator is licensed to use. The eNB (200) transmits, to UE (100), special configuration information for configuring measurement and report of radio state of a specific frequency band that is shared by a plurality of mobile network operators or a plurality of communication systems. The UE (100) measures the radio state of the specific frequency band based on the special configuration information, and transmits a report related to a measurement result to the eNB (200). |
