PROBLEM TO BE SOLVED: To formulate an operation plan for further improving a taxi occupancy rate in a taxi operation system.SOLUTION: A negotiation control unit 134 determines whether or not to perform a negotiation of an operation mode on the basis of a riding route of a first customer and a riding route of a second customer. When determining to perform the negotiation, the negotiation control unit 134 negotiates with at least either one of the first customer and the second customer to change or determine a getting-on position, a getting-off position, a travel route, taxi sharing or a combination thereof. When the negotiation is agreed, the taxi occupancy ratio can be improved. |
