SOLUTION: An outer diameter measurement device for measuring outer diameter of tubular piping made of an alloy steel includes; a light-emitting unit that emits a first laser beam having a width greater than an outer diameter of piping in a longitudinal direction of the piping and is positioned adjacent to an outer circumferential surface of the piping; a first mirror unit that reflects the first laser beam in a direction of a cross-section of the piping as a second laser beam and is position such that both ends of the second laser beam width passes outside of the piping; a second mirror unit positioned to reflect, in the longitudinal direction of the piping, the width-end portions of the second laser beam passing both sides of the piping as a third laser beam; a photoreceptor unit positioned adjacent to the outer circumferential surface of the piping on a side opposite the side adjacent to the light-emitting unit to receive the third laser beam; and a holder unit that holds the light-emitting unit, first and second mirror units, and photoreceptor unit to enable outer diameter measurement of the piping based on resultant light received by the photoreceptor unit and is removably fitted around the piping.SELECTED DRAWING: Figure 2
