The present invention relates to a packaging bag manufacturing device capable of selectively manufacturing packaging sheets with various widths, and reducing manufacturing costs without attaching an additional handle by forming a handle part using a second assembly. According to the present invention, the packaging bag manufacturing device comprises: a base to transfer a packaging sheet folded in a state where both sides face each other in a Y-axis direction; a guide unit positioned on a base guiding one end of both sides of the packaging sheet facing each other to be widened outwards; a reinforcement film supply unit installed in a winding roll shape to be rotated on the base transferring a reinforcement film to be positioned inside the packaging sheet; a first assembly positioned on the base and lifted in a Z-axis direction to cut the reinforcement film while sealing the reinforcement film received from a reinforcement film supply unit inside the packaging sheet; a first sealing unit lifted in the Z-axis direction to seal both sides of the packaging sheet facing each other; a second assembly separated from the first sealing unit sealing the handle part of the packaging sheet whereon the handle part is formed; a punching unit separated from the second assembly to bore the handle part on the packaging sheet wherein the reinforcement film is inserted; and a control box to control the first assembly.
