The present invention relates to a method to detect a non-precipitation echo by an abnormal propagation, and a device to execute the same. According to an embodiment of the present invention, the non-precipitation echo determining device comprises: a communication part which receives atmospheric data from an external electronic device; a storage part which preliminarily stores variables data required to determine the non-precipitation echo; and a control part which calculates altitudes by each distance of a radar beam in a measurement area of a radar equipment based on the atmospheric data and the variables data, sets a wave echo area based on altitudes by each distance of the radar beam in an area corresponding to the sea among the measurement areas, and sets a topographic echo area based on modified altitudes by each distance calculated in consideration to a topographic data in addition to the altitudes by each distance of the radar beam in an area corresponding to the ground among the measurement areas.
