PROBLEM TO BE SOLVED: To inform a user of forgetting to lock when the user goes out without locking after closing a door. SOLUTION: An outdoor sensor 6 for transmitting electric waves for confirmation to a portable machine 5 when the portable machine 5 enters a communication area is arranged in the common use part of a building separated from a reader 4. The reader 4 has a function which determines the forgetting of locking and transmits electric wave for notification when there is no locking instruction input by switching operation within a predetermined time after the door is opened and closed when unlocking a lock. The portable machine 5 stores in a storage part 5d the information on the forgetting of locking indicating the forgetting of locking when receiving the electric wave for notification from the reader 4 and outputs the alarm of the forgetting of locking from a reporting section 5e when it receives the electric wave for confirmation from the outdoor sensor 6 and the information on the forgetting of locking is stored in the storage part 5d.
