A vehicle control unit capable of preventing breakage of a vehicle by inhibiting an establishment of shift change toward a direction opposite to a driving direction that is caused by wrong operation of a shift lever during driving, and a vehicle mounting such a vehicle control unit. The vehicle control unit controls a vehicle in accordance with detection signals from a shift range detection means to detect a shift range instructed by a shift operation and a vehicle speed detection means to detect vehicle speed. When the vehicle speed detection means is detecting a vehicle speed of a first speed V1 or higher, if the shift range detection means detects a shift range toward a direction opposite to a driving direction, vehicle control is performed so as to forcibly decelerate the vehicle by a deceleration means provided in the vehicle without establishing a shift change corresponding to the shift range. Preferably, the shift change is established when the vehicle speed detection means detects that the vehicle speed decelerates to the first speed V1 or lower.
