<p><P>PROBLEM TO BE SOLVED: To encode and decode a Bayer array image without subjecting the image to demosaicing and without degrading encoding efficiency. <P>SOLUTION: An encoding apparatus includes a signal array conversion unit (11) that generates an image signal having been subjected to array conversion in which arrays of respective colors of a color image signal of Bayer arrays are arranged in a square lattice shape without any gap and a flag signal indicating the type of the array conversion, parameter determination units (22, 23 and 24) for determining parameters used for encoding of the array converted image signal based upon the flag signal, and signal processing units (13, 14, 15 and 16) using the parameters to subject the signal converted by the signal array conversion unit to signal processing to encode the signal.
