PROBLEM TO BE SOLVED: To provide a snow-melting passage and a fluid heating method capable of heating at temperature making it possible to melt snow by irradiating an electromagnetic wave to a fluid circulating in a heating tank, simplifying and miniaturizing heating equipment, reducing a maintenance cost without being required for periodically supplying fuels like the heating equipment using fossil fuels and reducing the maintenance cost by lessening power consumption in comparison with the heating equipment using an electric heater. SOLUTION: The snow-melting passage 1 capable of melting snow by heating a pavement body by forcedly circulating the fluid 31 heated in a heating body 5 provided to the pavement body 3 comprises a tank 7 wherein the forcedly circulating fluid 31 is tentatively stored and a high frequency wave oscillator 17 provided inside of the tank 7 and heating by outputting the high frequency wave electromagnetic wave to the fluid to be stored.
