A rotary plate is pivotally installed at the upper side of the supporting plate in the horizontal direction. A laser distance meter(40) is installed at the support bracket of the rotational plate in upward and downward. An observation camera is mounted on one side of the laser distance meter. A first drive unit is connected to the rotational plate.
