PROBLEM TO BE SOLVED: To provide a technology of measuring the skill level of a user from the behavior of the user in actual trouble shooting.SOLUTION: An operation method of a skill level measurement system includes the steps of: acquiring browsing behavior information indicating the behavior of a user to browse predetermined information when presentation information is presented to the user (S13); determining whether or not the browsing behavior corresponding to the acquired browsing behavior information is equivalent to the browsing behavior of a high-skill level user having a predetermined skill level (S15); and increasing the skill level of the user when determined YES in step S15 (S17).
