PROBLEM TO BE SOLVED: To provide a journal bearing and steam turbine capable of suppressing the generation of vibration and improving reliability by stably supporting a rotary shaft even if a fluid force acting on the rotary shaft is biased.SOLUTION: The journal bearing comprises: a cylindrical bearing case 41; a plurality of bearing pads 42, 43 swingably supported on an inner surface of the bearing case 41 to be spaced apart therefrom at a predetermined clearance in a circumferential direction; and a movable body 56 serving as a pad moving device 44 that can move the bearing pads 42, 43 relatively to the bearing case 41 in the circumferential direction.
