The embodiments of the present invention provide a header compression device and method, the method comprising: obtaining header compression configuration information; sending to a UE an MCCH message containing said header compression configuration information or a USD message containing said header compression configuration information, so that said UE parses received first header data according to said header compression configuration information; the technical solution of the present invention improves resource utilization efficiency when transmitting data between the base station and the UE by means of multicast, broadcast, or unicast.
