The present invention relates to a femtocell access point (FAP) of a small cell. Provided are a flexible access control FAP device for a small cell, and a driving method thereof. The femtocell access point can maximize network efficiency and maximally use a system load factor by controlling whether the access of a terminal is limited by comparing the maximum load of a system with it after a system load caused by the new access of a terminal according to a kind of service for terminals, that is, user equipment (UE) in a small cell such as femtocell is calculated.
