PROBLEM TO BE SOLVED: To provide an image encoding device and an image decoding device capable of improving the quality of a local decoded image or a decoded image by properly executing deblocking filtering.SOLUTION: The image encoding device and the image decoding device each comprises: means which acquires a conspicuousness map and a quantization parameter expressing how much human being momentarily pays attention to each section of the local decoded image or the decoded image; and means which, on the basis of the magnitude of the acquired conspicuousness map and quantization parameter, reviews a block boundary strength calculated once and applies the result to deblocking filtering on the local decoded image or decoded image.
