PROBLEM TO BE SOLVED: To prevent the generation of mismatch in a start timing of data communication for service to a partner communication apparatus, thereby minimizing the retransmission of data and the occurrence of transmission timeout.SOLUTION: A communication apparatus includes: a radio network formation section for forming a radio network to other communication apparatuses; a service start determination section for determining the start of service on the basis of role information of the communication apparatus in the radio network and information showing whether or not the communication apparatus is on a starting side of data communication for the service; and a service processing section for performing data communication for the service on the basis of determination results performed by the service start determination section.
