The present invention relates to a monitoring system using thermal imagery to monitor fire occurrence or prevent crime occurrence by comparing a panoramic second thermal imagery which is filmed presently among a first thermal imagery which is filmed in real time by a thermal camera and a panoramic third thermal imagery filmed in the next time. An embodiment according to the present invention has an effect of monitoring the occurrence of fire and crime simultaneously through thermal imagery, and an effect of monitoring the occurrence of fire and crime in a certain space entirely through a panoramic thermal imagery.
