PROBLEM TO BE SOLVED: To shorten time until a result of operation is reported.SOLUTION: A controller 20 includes an equipment control module 211, a monitoring module 212, and a second communication unit 24. The equipment control module 211 acquires an operation command for setting a state of electrical equipment 11 from an operation terminal 50, and transmits the command to the electrical equipment 11. The monitoring module 212 repeatedly acquires the state of the electrical equipment 11. The second communication unit 24 transmits data showing an operation result to the operation terminal 50 when the state acquired by the monitoring module 212 is equal to the state set by the operation command. The second communication unit 24 transmits the data showing the operation result to the operation terminal 50 when all states acquired by the monitoring module 212 by the time when standby time has passed after the transmission by the equipment control module 211 are different from the state set by the operation command.
