The present invention relates to a composition to prevent and treat hyperglycemia and type 2 diabetes comprising a mineral extract of deep seawater where the weight ratio of Mg:Ca is 3:1, and hardness is 1,000-2,000 ppm as an active ingredient. The present invention is achieved through the steps of: preparing deep seawater (DSW) of the critical numerical value; administering the DSW into an HFD-induced obese rat and comparing fasting glucose level and glucose tolerance with a control group; investigating gene expression related to gluconeogenesis, glycogenesis and glycogenolysis, and glyco-oxidation; and investigating glyco-absorption in fat cells and phosphorylation of signal molecule related to AMPK and glyco-absorption. The present invention is effective in inhibiting blood sugar elevation and recovering debased glucose tolerance effect.
