1. A computer-implemented method for video coding, comprising:
receiving, by a video encoder, an available bit rate for data transfer between the video encoder and one or more video decoders; determining, by the video encoder, a bit rate data restriction based at least in part on the available bit rate; and reallocating, by the video encoder, at least one discrete cosine transform (DCT) coefficient from one slice to a different slice based at least in part on the bit rate data restriction, wherein the different slice is associated with a number of discrete cosine transform coefficients, and wherein each discrete cosine transform coefficient is associated with at least one pixel of a picture. |
