Provided are a variable electromagnetic wave absorber unit cell, and an electromagnetic absorber comprising the same. The unit cell of the electromagnetic absorber comprises a dielectric substrate. A conductive layer having a closed ring-shaped hole is set on the upper surface of the dielectric substrate. A conductive plate is arranged parallel to the dielectric substrate to be separated from the lower surface of the dielectric substrate.
