Provided are a method for controlling a service, a mobile management entity and a mobile switching centre. The method comprises: determining one or more user equipment; when performing active unloading of circuit switched fallback (CSFB), sending a notification message to the one or more user equipment, and in the case of receiving a registration request message or a co-registration request message, sending to the one or more user equipment a registration acceptance message or a co-registration acceptance message; alternatively, when performing passive unloading of circuit switched fallback (CSFB), in the case of receiving a registration request message or a co-registration request message sent by the one or more user equipment, sending to the one or more user equipment a registration acceptance message or a co-registration acceptance message, so that the user equipment can use a CS domain for communication, thereby being able to effectively solve the problem of voice call failure of the user equipment.
