PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that has a surface layer containing a polymer obtained by polymerizing a compound having a chain polymerizable functional group, and suppresses degeneration of a material constituting the surface of the electrophotographic photoreceptor and deterioration of transfer efficiency resulting from the degeneration even after repeated use; a manufacturing method of the electrophotographic photoreceptor; and a process cartridge and an electrophotographic device including the electrophotographic photoreceptor.SOLUTION: An electrophotographic photoreceptor includes a support, a photosensitive layer that is formed on the support, and a surface layer that contains a polymer of a composition including a charge transport compound having a specific group (polymerizable functional group).
