Disclosed are a method and an apparatus for encoding/decoding an image. An apparatus for encoding an image, according to the present invention, comprises a dequantization differential value storage block unit determining unit configured to determine a unit of a block where a dequantization differential value is stored; a dequantization parameter prediction block determining unit configured to determine a block to be used for prediction of a dequantization parameter based on location information of surrounding blocks located around the block in order to decode the dequantization parameter allocated to the block; a dequantization parameter value deriving unit configured to derive a dequantization parameter value using the dequantization differential value and a dequantization parameter prediction value derived based on the block to be used for the prediction of the dequantization parameter; and a dequantization unit configured to perform dequantization using the dequantization parameter value.
