Provided are a method capable of changing bandwidth, a network-side device and a user equipment. The method comprises: configuring a first type of carrier and a second type of carrier, wherein the chip rate of the first type of carrier is 3.8Mcps, the chip rate of the second type of carrier is P*3.84Mcps, and P is less than 1 and greater than 0; and using the first type of carrier and/or the second type of carrier to communicate. Thus, because the chip rate of the second type of carrier is lower and the occupied bandwidth is less, therefore the second type of carrier is applicable to non-standard bandwidth, the utilization efficiency of the bandwidth is improved, and the bandwidth waste is reduced.
