PROBLEM TO BE SOLVED: To provide a framework compound containing both an inorganic material and an organic material having a lanthanoid element having an abundance of functionality as a main skeleton, and to provide its manufacturing method and a fluophor using the same.SOLUTION: The framework compound consists of inorganic layers containing a lanthanoid metal and an organic pillar connecting the inorganic layers with each other, and the organic pillar is represented by {[OS-R-SO]}, where R is an alkyl chain which has a substituent or no substituent.
