PROBLEM TO BE SOLVED: To inexpensively achieve a system for enabling a person who wants to perform the charging of a vehicle to efficiently use a parking space for charging without necessity of any magnetic medium or the like.SOLUTION: In a vehicle charging management system 1, a ticket issuing device 10 includes: an information code generation part for generating an information code in which specific unique information is recorded when a predetermined request is input by a user; and an issuing part for issuing a parking ticket formed with the information code generated by the information code generation part, and the specific unique information generated when the parking ticket is issued is registered in the registration part of a management device 50, and a charging device 20 includes: a determination part for determining that charging is permitted under such conditions that the specific unique information is recorded in the information code read by a charging device side reading part, and that the specific unique information is registered in the registration part; and a charging part 28 for, when it is determined that charging is permitted by the determination part, performing the charging of a vehicle connected to a cable. |
