The present invention relates to a mortar compound for the floor of a building, wherein the compound is coated on the floor of an apartment house, an office building, or a parking lot, and more specifically, to a mortar compound for the floor of a building which uses a non-sintered inorganic binder comprising recycled materials substituted for cement. The mortar compound for a floor according to present invention includes 15-100 wt% of a non-sintered inorganic binder relative to 100 wt% of sand or silica.
