Provided is a content transcoding technology with which the response time during the initial accessing of content can be reduced without having to introduce a special application into a content reproduction terminal. The present invention is equipped with: a content conversion means; a post-conversion header storage means; a distribution request reception means; a content acquisition means that acquires the content requested for distribution and holds this content in a pre-conversion content holding means; a content transmission means; a distribution control means that uses the post-conversion header to transcode and distribute the content in real time when the post-conversion header of the content requested for distribution is stored in the post-conversion header storage means, and that distributes the content without transcoding when the post-conversion header is not stored in the post-conversion header storage means; and a post-conversion information registration means that transcodes the content held in the pre-conversion content holding means and registers the post-conversion header in the post-conversion header storage means at prescribed timings.
