Disclosed are a resistance reducing device of a ship and a ship having the same. According to an embodiment of the present invention, the resistance reducing device of a ship includes a fluid inlet at the stem of a ship; a fluid outlet on the side of the ship; a tunnel for guiding water flowing in through the fluid inlet to the fluid outlet; and an opening and closing device to open or close the fluid inlet.
