The structure has a rotary ring (3) comprising a butted rib (32) that is inserted into a rigid groove. An elastomer (4) is received in the groove. Teeth of a ratchet wheel (11) are in contact with insertion parts (221) of insertion blocks (22). The teeth of the ratchet wheel are released simultaneously from the insertion parts of the insertion blocks, and recovery force of the elastomer compresses the butted rib of the rotary ring when the ratchet wheel of a wheel hub (1) is turned in a direction of needles of a cone with respect to a ratchet base (2).
