PROBLEM TO BE SOLVED: To provide a surface light-emitting device capable of efficiently introducing light to a second light guide member having a small thickness and restraining decrease on the amount of light emission at a location separated from a second light incident section of the second light guide member, and a surface light-emitting panel having the surface light-emitting device.SOLUTION: A surface light-emitting device includes a light source 2, a first linear light guide member 3, and the second small surface light guide member 4 having the thickness smaller than that of the first light guide member 3. Both faces on a side end of a first light emitting section 6 side of the first light guide member 3 in the thickness direction are set up to be first reflection guide surfaces 9 mutually approached as they go to a first light emitting section 6 side. Both faces on a side end of a second light incident section 10 side of the second light guide member 4 in the thickness direction are set up to be second reflection guide surfaces 13 mutually approached as they go to a second light incident section 10 side. |
