PROBLEM TO BE SOLVED: To provide a polling communication system for executing polling control corresponding to conditions on the side of the network by the PLC communication by connecting a network system by PLC communication having many terminal units and a high order management system. SOLUTION: The high order management system includes a means for determining, when acquiring information regarding emergency reporting from the terminal unit turned to the network system by the PLC communication, whether or not to intensively poll a PLC slave unit modem connecting the terminal unit. Then, a PLC master unit modem provided in the network system by the PLC communication includes a dynamic polling means for intensively polling a specific PLC slave unit modem on the basis of the determined result.
