PROBLEM TO BE SOLVED: To provide a phosphor plate that improves extraction efficiency of light emitted by fluorescent material, a light-emitting device including the phosphor plate, and a manufacturing method of a phosphor plate.SOLUTION: A phosphor plate comprises a substrate, fluorescent material, and scattering material. The fluorescent material absorbs primary light emitted by a light-emitting device, and emits secondary light having longer wavelength than that of the primary light. The scattering material scatters the primary light and the secondary light. The average distance from one surface of the phosphor plate to the fluorescent material is longer than the average distance from the surface of the phosphor plate to the scattering material.
