PROBLEM TO BE SOLVED: To provide a polyethylene naphthalate film which can obtain a laminated structure with the high peeling strength of an insulator film and a metal foil, and the high adhesion of the insulator film and a thermal conductor, to which a softening agent is adhered.

SOLUTION: The polyethylene naphthalate film 31 to which the softening agent is adhered includes: a polyethylene naphthalate film 2 being an insulator film; the softening agent 32 which is adhered to the first main surface 2a side of the polyethylene naphthalate film 2, and softens the first main surface 2a of the polyethylene naphthalate film 2 by heating; and an adhesion enhancing agent 33 which is adhered to the second main surface 2b side of the polyethylene naphthalate film 2. The adhesion enhancing agent 32 adhered to the second main surface 2a side of the polyethylene naphthalate film 2 includes an organic aluminate compound, organic titanate compound, organic zirconate compound, or organic silane compound.
