<P>PROBLEM TO BE SOLVED: To detect a failure of a sensor. <P>SOLUTION: Capacitance of a second capacitive sensor part 25 located at a full liquid level is measured to determine whether a tank is full of fuel or not. When the tank is full, the capacitance of a first capacitive sensor part 24 at the bottom of the tank is measured to compare the capacitance of the first capacitive sensor part 24 with the capacitance of the second capacitive sensor part 25. When a ratio between the capacitances of the first and second capacitive sensor parts 24, 25 falls within a predetermined range (within ±α% with respect to a predetermined reference value), equivalence is determined, and both first and second capacitive sensor parts 24, 25 are determined to be in normal condition.
