<P>PROBLEM TO BE SOLVED: To suppress color smears upon noise removal. <P>SOLUTION: A color discrimination section 21 discriminates a color of each pixel of an input image. A boundary region setting section 22 sets a boundary region of a color in which color smears in noise removal is likely to be perceived, on the basis of a result of the color discrimination in the color discrimination section 21. A noise removing section 23 controls a noise removing characteristic on the basis of a result of the boundary region setting in the boundary region setting section 22, to remove noise from the input image with a noise removing characteristic with suppressed color smears in the boundary region.
