The dispenser has a safety unit integrated in a control unit (11) and including an electrical capacitor assembly (16) that is connected to electrical power sources (12, 19) and to an electric actuator (10) e.g. brushless gear motor actuator. The assembly stores quantity of energy required for complete maneuvering of a valve (9) e.g. monofluid valve, and restores the energy, where restoration of the energy is used during voltage interruption at the level of the power supply sources, for implementing the safety unit. The actuator is connected to the sources and a step-up voltage assembly (18). Independent claims are also included for the following: (1) a method for operating an air and/or water dispenser (2) a snow cover installation comprising an air and/or water dispenser.
