<P>PROBLEM TO BE SOLVED: To provide a technique for improving conversion efficiency more. <P>SOLUTION: An photoelectric conversion device 10 includes a photoelectric conversion layer 14 which absorbs light and generates a carrier, and a transparent conductive film 30 provided on the side of a light reception surface 16 of the photoelectric conversion layer 14. The transparent conductive film 30 is configured to generate photons more than incident photons, and to emit the generated photons toward the photoelectric conversion layer 14.
