This electromagnetic wave propagation medium (1) has a structure in which an electromagnetic wave propagation space (4) is sandwiched from above and below by a planar conductor (2) and a planar conductor (3). Conductor (2) and conductor (3) are connected and short-circuited by means of a conductor at one of two lateral sides (5, 6), namely, lateral side (5), of the electromagnetic wave propagation space (4) along the traveling direction (100) of the propagating electromagnetic wave, and conductor (2) and conductor (3) are unconnected and left open at the other lateral side (6). The distance (L1) between the lateral side (5) and the lateral side (6) along X direction, said X direction being orthogonal to the traveling direction of the electromagnetic wave, is one fourth of the wavelength of the electromagnetic wave in the electromagnetic wave propagation space (24), and the distance (L2) between conductor (2) and conductor (3) along Y direction is smaller than the above-mentioned distance (L1).
