PROBLEM TO BE SOLVED: To fix an image on a form without causing an offset phenomenon by a fixing device provided for an image forming apparatus whose form conveying speeds can be switched. SOLUTION: In the fixing device 40, the form is conveyed by a fixing roller 60 and a pressure roller 70 while holding the form between them, and an unfixed image on the form P is fixed on the form P with heat of a peripheral surface of the fixing roller 60. The fixing device 40 comprises an endless belt 83 which heats the peripheral surface of the fixing roller 60 by coming into contact with the peripheral surface of the fixing roller 60 from outside the fixing roller 60, a halogen lamp 86 for varying the temperature of the endless belt 83 according to the conveying speed of the form P, a heat source controller 90, and a thermistor 85.
