<P>PROBLEM TO BE SOLVED: To stably detect a liquid level in a pipe in which a liquid flows. <P>SOLUTION: A guide pipe 2 is provided on an outer side surface of a main pipe P1 between a ballast processing device D and a sea chest C in the ship, and a communication port 21A and a communication port 22 communicated with the main pipe P1 are provided in the guide pipe 2. The communication port 21A is made thinner than the communication port 22, so that ballast water hardly flows from the main pipe P1 to the guide pipe 2. Furthermore, a level gauge 3A is provided in the guide pipe 2, so that a float 31A can float from the communication port 22 to the communication port 21A.
