PURPOSE: A scrolling device and a method in a touch screen apparatus are provided to scroll screen automatically with minimum operation, by providing automatic scrolling function based on holding of touch input for scrolling. CONSTITUTION: A control unit(100) moves a touch screen configuration through touch input of the touch screen, following a direction of the touch input. If the touch input is held, the control unit continuously moves the touch screen configuration to touch input direction. If the touch input is held over certain amount of time, the control unit continuously moves the touch screen configuration to the touch input direction, with standard velocity.
