PURPOSE: A legal monitoring apparatus, monitoring target apparatus, monitoring system, and method thereof are provided to enable a network service provider to instantly monitor a monitoring target by receiving monitoring activation information from the monitoring target through a communication network. CONSTITUTION: When a monitoring target apparatus(102) accesses a new communication network(105) which does not have a legal monitoring right, a communication unit(1090) receives monitoring activation information acquired from the monitoring target apparatus through a communication network which has the legal monitoring right. A monitoring execution unit(1092) successively monitors the monitoring target apparatus by using the received monitoring activation information.
