PURPOSE: A multi-layered hollow electrode and a manufacturing method thereof are provided to enable high current density operation and to improve durability and electrode reaction efficiency. CONSTITUTION: A multi-layered hollow electrode comprises a first (Ti,Nb)O2 hollow electrode and a second (Ti,Nb)O2 hollow electrode. The first (Ti,Nb)O2 hollow electrode comprises a first electrocatalyst. The second (Ti,Nb)O2 hollow electrode comprises a second electrocatalyst. The second (Ti,Nb)O2 hollow electrode is located at the top of the first (Ti,Nb)O2 hollow electrode. The size of the first (Ti,Nb)O2 hollow electrode is different from the size of the second (Ti,Nb)O2 hollow electrode.
