The apparatus has elastic force disengagement structure with outer and inner joint lids (43,45) that is connected to both ends of the U-shaped left and right arm pipes (3,5). The left and right connecting bushings (41,44) are penetrated and fixed to the joint lids. The outer joint lid is installed through a connection shaft (47) on the inner joint lid. A twist spring (42) is fitted on the connection shaft while ends of twist spring are installed to the left and right connecting bushings. The arm pipes are fitted in the respective connecting bushings.
