<P>PROBLEM TO BE SOLVED: To obtain an optical wavelength sharing system, an optical wavelength sharing method, and an optical wavelength sharing program that consider an utilization efficiency of an optical signal transmitted in a network. <P>SOLUTION: Wavelength-based utilization efficiency determination means 12 determines an utilization efficiency for each wavelength, for each received optical signal. Sharing possibility/impossibility determination means 13 determines whether or not a plurality of optical signals with different wavelengths can share one common specific wavelength by using the determination result.
