<P>PROBLEM TO BE SOLVED: To obtain sound of higher quality when an encoded sound signal is decoded. <P>SOLUTION: A demultiplexing circuit 61 extracts low-frequency encoded data of a sound signal, and SBR information for obtaining a high-frequency component of the sound signal, from the input bit stream. A QMF analyzing filter processing unit 63 divides a low-frequency signal obtained by decoding the low-frequency encoded data into sub-band signals of a plurality of sub-bands. A high-frequency decoding circuit 64 flattens the sub-band signals in the low-frequency side, and generates a high-frequency signal which is the high-frequency component of the sound signal with the use of the flattened sub-band signals and the SBR information. A QMF synthesizing filter processing unit 65 generates the sound signal by synthesizing the low-frequency sub-band signals and the high-frequency signal.
