The insulation part has a lower face (322) turned toward a lower part (126) of a wall (12) of a building (1) of people with reduced mobility. An upper face (321) defines a passage surface between interior and exterior of the building. An outer face (323) is turned toward the exterior of the building. An inner face is turned toward the interior of the building and two side faces. An internal rigid tube made of aluminum rigidifies the insulation part, and is covered by a polyurethane layer. The insulation part is made of expanded or extruded polystyrene, polyurethane, composite material cement-glass, or wood resin.
