<P>PROBLEM TO BE SOLVED: To observe a signal in a circuit, without increasing a circuit scale, in operation verification at a register transfer level by an actual machine, for a semiconductor integrated circuit. <P>SOLUTION: The hash value holding part 320 of a signal observation circuit 310 holds an initial hash value supplied from the outside according to the start timing of an observation period as the initial value of the present hash value. Since then, a hash value calculation part 311 of the signal observation circuit 310 calculates the next hash value by using a signal to be observed, inputted from a circuit to be observed 210, and the present hash value. The hash value holding part 320 holds the hash value calculated by the hash value calculation part 311 as the present hash value according to the control of a holding control part 330.
